JOB SUMMARY

The Energy and Sustainability Program Manager plays a crucial role in ensuring the efficient and sustainable use of district resources while also managing pre-construction activities to ensure projects meet building and fire codes, requirements of the Americans with Disabilities Act (ADA), and the district’s sustainability action plan. This role encompasses the management and monitoring of energy systems, implementation of sustainability initiatives, and oversight of pre-construction processes to ensure regulatory compliance and adherence to district standards. The position will oversee multiple sustainability projects district-wide and develop long-term sustainability plans to ensure the district meets both current and future sustainability goals.

 

Reporting to the Executive Director of Auxiliary Services, the Energy and Sustainability Program Manager involves close collaboration with various stakeholders to develop and manage projects identified on the district’s sustainability action plan. This includes projects identified within current and future general obligation bonds and long-term capital projects.  This role requires a strong understanding of sustainability initiatives, pre-construction and construction project management, and building accessibility requirements, as well as the ability to manage multiple projects while maintaining open lines of communication with district leadership, vendors, contractors, and other stakeholders.

 

District Sustainability Key Updates

 

The district is dedicated to creating a sustainable future. In 2020, the Board adopted a student-led Sustainability Resolution with two key goals: achieving 100% clean energy by 2030 and becoming 100% carbon neutral by 2040.

 

The district is currently 22% of the way toward meeting our goals proposed in the 2021 Sustainability Action Plan. The next phase will include adding or expanding solar panels at 14 schools and facilities, along with installing hybrid electric heat pumps and controls at 13 schools and facilities.

 

In the fall of 2024, voters approved Board of Education proposal to fund $730 million in general obligation bonds for the Salt Lake City School District. These funds will be used to rebuild two high schools (West and Highland), construct an athletic field house at East High, and support sustainability upgrades across the district to advance clean energy initiatives and meet carbon neutrality goals.

 

MINIMUM REQUIRED QUALIFICATIONS

All positions require selected candidates to be fingerprinted and successfully pass a criminal background check.  Additional minimum required qualifications for this position are:

  1. Bachelor’s degree in a related field or equivalent combination of education and experience (two (2) years’ experience may be substituted for one (1) year of education)
  2. Two (2) years of exempt-level experience working in energy, sustainability, or construction project management
  3. Experience interpreting or enforcing local building codes and local fire codes
  4. Intermediate computer skills in Microsoft Office Word, Outlook, PowerPoint, and Excel
  5. Current Utah Driver’s License and evidence of insurability
  6. Ability to operate standard office equipment, phone, copy machine, scanner, etc.
  7. Speak, read, write, and present professionally, analyze, and interpret English written and verbal communications

PREFERRED QUALIFICATIONS

These are examples of skills and experience that the best-qualified candidates may have.  Not having one or all of them does not disqualify any candidate from consideration.

  1. Advanced degree in a related field
  2. Experience in a K-12 education or public employment environment
  3. Project management experience that includes planning and implementation
  4. Experience working in construction design or pre-construction processes
  5. One or more of the following certifications: IBC, IMC, IPC, and fire sprinkler
  6. Strong technology proficiency with a demonstrated ability to quickly learn and adapt to new software, tools, and systems

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

  1. Collaborate with utility companies and local, state, and federal agencies to gather usage information, compare pricing structures, collect data for projects, and promote energy efficiency and sustainability programs and projects
  2. Consult with internal and external stakeholders on new construction projects to recommend energy-efficient systems and ensure pre-construction requirements are met
  3. Coordinate with district departments to research, identify, write, and apply for sustainability grants and apply for available program rebates and incentives
  4. Coordinate with administration and other trades employees to complete projects and work orders in a timely and efficient manner
  5. Coordinate pre-construction activities (e.g., portable classroom relocations, site evaluations) to ensure compliance with approved plans
  6. Diagnose root causes of problems in energy systems to identify repair or replacement needs
  7. Engage with teachers and students to promote and integrate energy and sustainability concepts in the classroom to enhance student learning opportunities
  8. Promote sustainable efforts throughout district facilities by identifying opportunities for renewable energy implementation, waste reduction, and water conservation
  9. Develop and oversee district-wide initiatives aimed at reducing environmental impact, including recycling programs, energy audits, and carbon footprint reduction strategies
  10. Collaborate with facility managers to implement sustainable maintenance practices and identify green building opportunities during renovations or new construction
  11. Maintain up-to-date knowledge of regulatory changes and compliance requirements for both energy and construction projects
  12. Develop long and short-range plans and programs (e.g. capital spreadsheet, vehicle replacement, grounds equipment replacement, etc.) to ensure that district resources are effectively utilized
  13. Exercise strong project management skills: managing projects by defining scope, implementing plans, working under limited supervision, using time-management and prioritization strategies, adapting to changing work priorities, hiring approved vendors, working with frequent interruptions to meet deadlines, and ensuring project completion with fiscal responsibility
  14. Monitor utility billing, weather data, and energy systems to recommend adjustments for cost containment and determining environmental conditions that impact energy usage and efficiency
  15. Prepare reports and documentation for energy usage, construction schedules, and compliance reviews
  16. Serve as a liaison with architects, contractors, and local and state agencies during the design and pre-construction phases
  17. Review and provide input on design plans and specifications to ensure adherence to building codes and district standards
  18. Supervise district inspectors and evaluates their performance in relation to construction compliance
  19. Maintain and organize construction documents, files, and other records to demonstrate accessibility and regulatory compliance
  20. Serve as the district ADA representative to address accessibility issues in building designs
  21. Manage a wide variety of work activities to ensure district compliance with city, state, federal, and county regulations
  22. Research new products, laws, regulations, etc. to stay current on regulatory requirements, recommend purchases, and contracts, and maintain compliance for district-wide services
  23. Develop and maintain strong working relationships; support a team environment; collaborate with department and other work units (e.g. district personnel, area and project supervisors, community organizations, etc.) to perform the duties of the position effectively and implement and maintain services and programs
  24. Show initiative and resourcefulness (anticipate needs, leverage available resources and relationships, etc.) to gather and analyze information, identify, and resolve complex issues, and develop alternative approaches and ideas and provide strategic solutions
  25. Present information (e.g. budget overviews, accounting processes, distribution formulas, etc.) to communicate information, gain feedback, and ensure adherence to established internal controls
  26. Participate in meetings, workshops, and seminars, as assigned to convey, and gather information required to perform job functions
  27. Maintain regular and predictable attendance to fulfill job requirements
  28. As needed, roll, push, pull, bend, reach, stoop, kneel, crouch, crawl, and lift up to 30 pounds
  29. Assist other personnel as may be required and perform other related duties as assigned to ensure the efficient and effective function of the work unit

WORK ENVIRONMENT & PHYSICAL DEMANDS

The usual and customary methods of performing the job’s functions require the following physical demands:  some lifting up to 30 pounds, rolling, carrying, pushing, pulling, stooping, kneeling, crouching, crawling, and significant fine finger dexterity.  Generally, the job requires 65% sitting, 20% walking, and 15% standing.  This job is performed in a generally clean and healthy office environment, with occasional work outdoors under some temperature extremes and conditions with some exposure to the risk of injury and illness.
